Background
Africa faces one of the most pressing infrastructure deficits globally, with significant gaps in transport, energy, water, sanitation, and agricultural infrastructure. These gaps limit the continent’s ability to achieve inclusive economic growth, social development, and regional integration. Public–Private Partnerships (PPPs) offer a strategic solution to mobilise private-sector capital, technical expertise, and innovation to complement public investment. By leveraging PPPs, African countries can develop large-scale projects, such as transcontinental motorways, regional energy grids, irrigation systems, and logistics infrastructure, that are critical to competitiveness and integration under the African Continental Free Trade Agreement (AfCFTA).
The African PPP Acceleration Programme (APPPAP) has been designed to close these gaps by raising awareness, strengthening technical capacity, enabling access to sustainable financing, and building inclusive partnerships for sustainable infrastructure delivery.
1. Raise awareness of PPPs across the government and private sectors in Africa.
2. Build technical capacity to structure and deliver bankable PPP projects.
3. Provide technical guidance and advisory support to develop PPPs.
4. Showcase Africa's PPP opportunities to domestic and international investors.
5. Accelerate the pipeline of well-prepared PPP projects that can mobilise financing, deliver infrastructure, and contribute to national development.
The programme comprises three connected components as follows:
1. Nationwide Sensitisation & Capacity Building programme,
2. National PPP Week & Expo,
3. International Roadshow
Expected Results
1. Enhanced capacity to identify, assess, develop and implement PPPs among participants
2. Develop a pipeline of bankable projects aligned with national development priorities.
3. Attract private capital and technical partners to accelerate infrastructure delivery.
4. Establish Africa as a credible PPP destination in the region.
The APPPAP will be delivered as a collaboration between Anglia Ruskin University and Africa PPP Hub. The organisers will seek government and donor support from development partners in each country.
